Federalism and Eighteenth Amendment
Description: The report highlights the challenges, implementation gaps, and opportunities regarding the implementation of the 18th Constitutional Amendment in Pakistan. The report has two major sections: i) The basis of a new vision of Federalism and ii) Provincial Progress and Perspectives. The former does a macro-level analysis of the implementation of the Amendment with a focus on the role of the Federal government and inter-governmental challenges experienced by the Federation. The latter presents the message from the provinces regarding the progress on implementation of reforms, challenges of local governance and service delivery, and role of civil society.

Voices of the unheard
Description: The Study involved a random survey of 10,322 poor and vulnerable households across 31 districts in all 4 provinces and GB, as well as 92 Focus Groups with 1,120 poor and vulnerable participants, including 339 women. The research finds that the poor and vulnerable prefer to remain ‘below the radar of the state’, when it comes to the justice sector. The report serves as a policy guide for the legislators, policy makers and state institutions for identifying the gaps in justice delivery and focus areas that need their attention to strengthen justice delivery to the legally excluded and disempowered.

Social Audit Report
Description: Based on information from 8 districts, one urban and one rural from each province, the Social Audit (2011/12) is designed to measure the status of state-citizen relationship. The report presents the findings of the social audit survey capturing the level of engagement of the public with local government, their participation in local development in their communities and their feedback on adequacy and quality of service delivery.

Struggling for Justice
Description: Struggling for Justice is an anthology of true stories of girls & women who have been the victims of violence. These stories, on one side, disclose the mala-fide intent of different notorious actors of the society while on the other side tells us about the courage of people who became the saviors of these victims.

It also helps assessment of the level of engagement of the public with local government and their participation in local development in their communities.

Baseline survey 2002 - Social audit of governance and delivery of public services
Description: To conduct the survey in 80 districts across Pakistan, social audit methodology, developed by CIET (Community Information Empowerment and Training) has been adapted to the context of the Pakistan devolution.

A Benchmark Study on Law-and-Order and the Dispensation of Justice in the Context of Power Devolution
Description: The study was conducted by the Sustainable Policy Development Institute and to establish service delivery benchmarks regarding law-and-order and the dispensation of justice. It reviews the establishment of the judicial institutional structure after the devolution of power plan of 2000.
