Background

Pakistan ratified the Montreal Protocol in 1992. Keeping in view Pakistan’s commitments to the international community, an Ozone Cell, entitled “Institutional Strengthening for the Implementation of the Montreal Protocol for the phase-out of Ozone Depleting Substances (ODS)” was established in 1995. The Cell became operational in 1996 and is funded by Multilateral Fund for Montreal Protocol.

To facilitate coordination between industry and Government, and between the Government and the implementing agencies and the Multilateral Fund Secretariat

Key Achievements

Following are the major achievements of the Ozone Cell:

Plans for ODS Phase out, Refrigeration Management, Halons Management and CTC Sectoral Phase out implemented. A total of 200 Customs Officers trained in Refrigeration Management Plans and an additional 3000 technicians to be trained in Punjab and Sind. Halons recycling and banking facility established in M/s Haseen Habib Corporation in Lahore and conversion of recycling of Halons monitored.

ODS data for the calendar year 2006 reported to the Ozone Secretariat, Multilateral Fund Secretariat.

Awareness created through advocacy materials; leaflets/ booklets on CTC and Ozone issues, International Ozone Day Report and cartoon booklet “Ozzy Ozone” (widely disseminated) and International Ozone Day celebrated.

International awareness workshop on CTC conducted.

Pakistan’s Action Plan on control of imports and use of CTC accepted by the Implementation Committee. Pakistan was elected as the Vice President of the Bureau of the Implementation Committee.

Technical and financial assistance provided to local industry (in coordination with the World Bank and UNIDO) to adopt non-ODS technologies..

Liaised with the Ministry of Commerce and Central Board of Revenue to control the import of CTC and other ODS in pursuance of Pakistan’s CTC Plan of Action approved at the 18th Meeting of the Parties.

Licensing system for import of ODS reviewed and the Ministry of Commerce requested to impose a ban on import of CTC to meet Pakistan’s international obligations.

Waiver on customs duties, taxes etc. on import of equipment for ODS phase-out project processed and efforts underway for implementation of all actions emanating from the National ODS Phase out Policy-2000.
