Institutional Strengthening for Implementation of Montreal Protocol Project (Phase V)

Background

Pakistan ratified the Montreal Protocol in 1992. Keeping in view Pakistan's commitments to the international community, an Ozone Cell, entitled "Institutional Strengthening for the Implementation of the Montreal Protocol for the phase-out of Ozone Depleting Substances (ODS)" was established in 1995. The Cell became operational in 1996 and is funded by Multilateral Fund for Montreal Protocol.

To facilitate coordination between industry and Government, and between the Government and the implementing agencies and the Multilateral Fund Secretariat

Key Achievements

21 Projects on the Conversion of CFC Based Projects into Ozone Friendly Technology have been completed to date.

Conversion of CTC based Projects into Ozone Friendly Technology Metal (surgical / cutlery) industry Cleaning, 36 completed

Setting up of Halons Banking & Recycling System Fire extinguishers 1 Completed. Halons Banking & Recycling System established at Haseen Habib Corporation Lahore.

CFC-MDI Transition Strategy for Pakistan Metered Dose Inhalers for Asthma & Chronic Obstructive Pulmonary Disease (COPD) 2 Ozone Cell got approved the CFC-based Metered Dose Inhalers (MDI) project for the conversion of CFC-based Metered Dose Inhalers (MDIs) industry (Zafa Pharmaceutical Laboratories and GlaxoSmithKline, Karachi) into ozone friendly technology. Memorandum of Agreement (MoA) amounting US$ 276,500 has been signed with Zafa Pharmaceuticals Lab, Karachi to convert the CFC-based Metered Dose Inhalers (MDI) technology into Ozone Friendly technology by the year 2012. Conversion of CFC-based Metered Dose Inhalers (MDIs) industry (Zafa Pharmaceutical Laboratories into Ozone Friendly technology will enable Pakistan to avoid the use of CFCs under EUN of the Montreal Protocol and also the HFA based inhalers will be easily available in the local market and thus the rate factor of imported Inhaler will be reduced and also Pakistan will remained compliance to the Montreal Protocol. The project will be implemented by the end of 2012 in collaboration with the implementing agencies (UNEP and UNDP). It is pertinent to mention here that GlaxoSmithKline (GSK) Pakistan has switched over to Ozone Friendly technology.

Hydro-chlorofluorocarbons (HCFC) Data Collection Survey for the Preparation of Hydro chlorofluorocarbons Phase out Management Plan (HPMP) for Pakistan Foam and refrigeration sector 1

Refrigeration Management Plan (RMP) Training of Custom Officers and Refrigeration Servicing Technicians 1 Completed training of 350 Custom officials through the Directorate General of Training and Research (Customs) to enhance their capacity to curb illegal trade of ODS. Completed training of 3000 refrigeration servicing technicians through three renowned institutions namely National Institute of Scientific and Technical Education (NISTE) Islamabad, Technical and Vocational Training Authority (TEVTA) Lahore and Sindh Board of Technical Education (SBTE) Karachi. Developed a mobile workshop and handed over to TEVTA, Punjab for training of refrigeration servicing technicians.
