Background
The One UN Disaster Risk Management (DRM) Program is based upon the work of the UN’s Thematic Working Group on DRM which was initiated in March 2007. The Program contributes to the implementation of the Hyogo Framework for Action which is a 10-year plan to make the world safer from natural hazards and was adopted by 168 Member States of the UN. The One UN DRM Program is the flagship program of the National Disaster Management Authority (NDMA) and UNDP for DRM-related activities in the country. UNDP provides technical support to NDMA to keep its DRR agenda alive and works in close cooperation with the provincial and district level authorities. Objectives
Strengthen policies, norms (gender / rights based), institutional and coordination mechanisms for DRM with emphasis on preparedness and response; and
Empower communities, vulnerable groups, grassroots organizations and local authorities in high risk areas with resources and capacities to prepare for, respond to and recover from disasters.
Key Achievements National Hazard and Risk Assessment underway for DRR-sensitive planning at the national, provincial and local levels;
Hazard, Livelihood and Vulnerability Baseline Assessment completed in 10 districts;
Earthquake Risk Assessments completed in Muzaffarabad, Mansehra, Murree, Quetta & Chitral to integrate earthquake vulnerability reduction in development plans and schemes;
Risk Assessment of Glacial Lake Outburst Flooding completed in Gilgit district;
1000 people trained in flood , earthquake , drought and coastal hazards mitigation, DRR mainstreaming and disaster risk communication;
Manuals, assessments and guidelines on mitigation, seismic retrofitting, safer construction & disaster reporting etc widely disseminated;
DRM Network of volunteers for disaster response formulated in 11 districts;
7 Tsunami Evacuation Drills held in Coastal areas of Baluchistan and Sindh;
Union Council-level DRM Plans for 5 UCs developed;
Flood safety campaigns held in 280 schools in 14 districts;
Satellite-based Tsunami Early Warning System established and 3 tide gauges installed; Training for seismic data collection and tide gauge maintenance imparted;
Drought Early Warning System and mitigation projects implemented in Tharparkar District;
3 DRR Checklists incorporated in government project documents;
DRR Mainstreaming at provincial development process initiated;
3 Urban Search & Rescue teams formed for Capital Development Authority, City District Government Karachi and Pak Army;
29 District Disaster Resource Centers established in most vulnerable districts; &
10 vulnerable UCs of Muzaffargarh and paramedical staff in Jhang trained incontigency planning;
District Disaster Response Force for Punjab established in collaboration with PDMA Punjab and Rescue 1122 Punjab; and
Command & Control Centers at provincial, regional and district level being established for coordinated response.
